In
general the ITQ system has worked well for us.
We are able to protect from over harvest, while also allowing the
development of some successful and stable commercial fishing businesses. It has raised some law enforcement issues,
which I believe we are on the way to resolving.

In
Lake Michigan quotas are allocated for several different zones, but there is no
lake-wide management program. ITQ have
made our fishery a lot more flexible and stable. The original reason we went to ITQs was to stop the huge swings
in commercial and recreational effort.
We have a large sport fishery and we needed to come up with a way to
peacefully coexist. ITQs allow you to
make business decisions, and feel confident in those decisions; in general, the
fishery is more professional. A group
of fishermen challenged our program in Court, but it was declared legal because
quota shares are transferable. There
has been some consolidation as people on the fringe got out, but we haven’t
seen any big corporations coming into the fishery.

has been the President of the Wisconsin Commercial Fishermen's Association for
13 of the last 15 years. He owns quota
